For areas that are bypassed (including by tunnels), take advantage of the opportunity to invest in walking and cycling and improve the public domain in collaboration with the local community, in recognition that much of the movement function will have moved to the bypass route.

- Increased space for walking and cycling encourages their uptake
- Makes adjoining businesses more viable by reducing separation
Considerations
- Physically changing elements such as kerbs, drainage and power poles may be expensive
- If not captured as part of the bypass project scope, it would be hard to implement later as new movement patterns establish

Examples
After being bypassed by the upgraded Pacific Highway, Kempsey town centre has benefitted from improved public open space and an upgraded main street. Now named Macleay Valley Way, the space within the former highway corridor has been reallocated to create an environment encouraging staying and walking, appropriate to the civic and retail focus. Extra crossings have been provided in a short section of shared zone, bus stops have been upgraded and car parking reconfigured, all made possible by removing a vehicle lane.

The space for staying, walking and cycling along William Street between Sydney and Kings Cross was upgraded concurrently with the Cross‑City Tunnel project. Widened footpaths, dedicated space for cycling, improved furniture and lighting, and improved facilities for walking at intersections have generated a better connection between two vibrant areas a short distance apart.
