Malls are designed primarily for people staying and walking. Cycling or using other active transport modes is discouraged. Motor vehicle access is restricted to service vehicles and managed to minimise conflict with staying and walking activities. Without vehicles, these streets can accommodate a variety of uses including markets, performances, gatherings and other public events at all times of the day and night. These may be located in the civic heart of an urban area and could play a strong role in the culture of a specific place.
The design of these streets involves some interface with adjacent roads and streets. Streets connected to the mall may need to terminate vehicle routes, change to lower movement street types, or find alternative alignments to link with adjacent streets. Network planning considerations involve identifying alternative routes for modes other than walking, and evaluating the impact that induced demand can play when trialling the implementation of a new or expanded mall.
